Jennifer HawkinsDirector of Partnership Development Jennifer “Jen” Hawkins fulfills a role critical to criminal justice entities seeking a digital solution to population engagement and care management. From 2001 to 2020, Jen managed publicly-funded programs aimed at connecting vulnerable populations to physical and behavioral health and community-based services. Jen’s work in this area spanned over the non-profit, public and private sectors in Arizona, as she managed multi-million dollar grant programs, and led cross-disciplinary efforts to improve services for low-income populations. Since 2012, Jen has spent her career focused solely on the intersection of health care and Arizona’s criminal justice system, serving as a leader and advocate for justice-involved adults and their successful community reentry. Most notably, Jen spearheaded the first pre-release AHCCCS application program within Arizona’s largest county detention center. This pilot program served as a catalyst for normalizing the AHCCCS pre-release application process we now know at the Arizona Department of Corrections Rehabilitation and Reentry and in many county jail facilities throughout Arizona. Jen’s charitable background began in 2000 and includes hands-on volunteer work for Valley of the Sun United Way, Sun Sounds of Arizona, Chandler and Phoenix Police Departments, Parents of Murdered Children and St. Mary’s Food Bank. Jen’s passion for underserved populations stems from her love for helping the often unheard and forgotten. Jen lost her younger sister, Jessica to suicide in 2008 and subsequently served on the EMPACT Suicide Prevention Center Board of Directors from 2016 to 2018. Jen also served on the Maricopa County Smart Justice Council from 2014 to 2018 and gives countless personal hours of friendship and support to incarcerated friends within Arizona’s state prison system. Hailing from Maryland, Jen moved to Arizona in 1996 and obtained her Bachelor of Arts degree in Human Communication at Arizona State University and Master’s of Administration in Leadership from Northern Arizona University.
